Air-Sea Interaction in the Bay of Bengal
Recent observations of surface meteorology and exchanges of heat, freshwater, and momentum between the ocean and the atmosphere in the Bay of Bengal are presented. These observations characterize air-sea interaction at 18°N, 89.5°E from December 2014 to January 2016 and also at other locations in the northern Bay of Bengal. Monsoonal variability dominated the records, with winds to the northeast in summer and to the southwest in winter. This variability included a strong annual cycle in the atmospheric forcing of the ocean in the Bay of Bengal, with the winter monsoon marked by sustained ocean heat loss resulting in ocean cooling, and the summer monsoon marked by strong storm events with dark skies and rain that also resulted in ocean cooling. The spring intermonsoon was a period of clear skies and low winds, when strong solar heating and weak wind-driven mixing led to ocean warming. The fall intermonsoon was a transitional period, with some storm events but also with enough clear skies and sunlight that ocean surface temperature rose again. Mooring and shipboard observations are used to examine the ability of model-based surface fluxes to represent air-sea interaction in the Bay of Bengal; the model-based fluxes have significant errors. The surface forcing observed at 18°N is also used together with a one-dimensional ocean model to illustrate the potential for local air-sea interaction to drive upper-ocean variability in the Bay of Bengal
Reviewing the review:a qualitative assessment of the peer review process in surgical journals
Abstract Background Despite rapid growth of the scientific literature, no consensus guidelines have emerged to define the optimal criteria for editors to grade submitted manuscripts. The purpose of this project was to assess the peer reviewer metrics currently used in the surgical literature to evaluate original manuscript submissions. Methods Manuscript grading forms for 14 of the highest circulation general surgery-related journals were evaluated for content, including the type and number of quantitative and qualitative questions asked of peer reviewers. Reviewer grading forms for the seven surgical journals with the higher impact factors were compared to the seven surgical journals with lower impact factors using Fisher’s exact tests. Results Impact factors of the studied journals ranged from 1.73 to 8.57, with a median impact factor of 4.26 in the higher group and 2.81 in the lower group. The content of the grading forms was found to vary considerably. Relatively few journals asked reviewers to grade specific components of a manuscript. Higher impact factor journal manuscript grading forms more frequently addressed statistical analysis, ethical considerations, and conflict of interest. In contrast, lower impact factor journals more commonly requested reviewers to make qualitative assessments of novelty/originality, scientific validity, and scientific importance. Conclusion Substantial variation exists in the grading criteria used to evaluate original manuscripts submitted to the surgical literature for peer review, with differential emphasis placed on certain criteria correlated to journal impact factors
Electronic structure of superconducting graphite intercalate compounds: The role of the interlayer state
Although not an intrinsic superconductor, it has been long--known that, when
intercalated with certain dopants, graphite is capable of exhibiting
superconductivity. Of the family of graphite--based materials which are known
to superconduct, perhaps the most well--studied are the alkali metal--graphite
intercalation compounds (GIC) and, of these, the most easily fabricated is the
CK system which exhibits a transition temperature K. By increasing the alkali metal concentration (through high pressure
fabrication techniques), the transition temperature has been shown to increase
to as much as K in CNa. Lately, in an important recent
development, Weller \emph{et al.} have shown that, at ambient conditions, the
intercalated compounds \cyb and \cca exhibit superconductivity with transition
temperatures K and K respectively, in excess
of that presently reported for other graphite--based compounds. We explore the
architecture of the states near the Fermi level and identify characteristics of
the electronic band structure generic to GICs. As expected, we find that charge
transfer from the intercalant atoms to the graphene sheets results in the
occupation of the --bands. Yet, remarkably, in all those -- and only
those -- compounds that superconduct, we find that an interlayer state, which
is well separated from the carbon sheets, also becomes occupied. We show that
the energy of the interlayer band is controlled by a combination of its

Asymmetrical Gene Flow in a Hybrid Zone of Hawaiian Schiedea (Caryophyllaceae) Species with Contrasting Mating Systems
Asymmetrical gene flow, which has frequently been documented in naturally occurring hybrid zones, can result from various genetic and demographic factors. Understanding these factors is important for determining the ecological conditions that permitted hybridization and the evolutionary potential inherent in hybrids. Here, we characterized morphological, nuclear, and chloroplast variation in a putative hybrid zone between Schiedea menziesii and S. salicaria, endemic Hawaiian species with contrasting breeding systems. Schiedea menziesii is hermaphroditic with moderate selfing; S. salicaria is gynodioecious and wind-pollinated, with partially selfing hermaphrodites and largely outcrossed females. We tested three hypotheses: 1) putative hybrids were derived from natural crosses between S. menziesii and S. salicaria, 2) gene flow via pollen is unidirectional from S. salicaria to S. menziesii and 3) in the hybrid zone, traits associated with wind pollination would be favored as a result of pollen-swamping by S. salicaria. Schiedea menziesii and S. salicaria have distinct morphologies and chloroplast genomes but are less differentiated at the nuclear loci. Hybrids are most similar to S. menziesii at chloroplast loci, exhibit nuclear allele frequencies in common with both parental species, and resemble S. salicaria in pollen production and pollen size, traits important to wind pollination. Additionally, unlike S. menziesii, the hybrid zone contains many females, suggesting that the nuclear gene responsible for male sterility in S. salicaria has been transferred to hybrid plants. Continued selection of nuclear genes in the hybrid zone may result in a population that resembles S. salicaria, but retains chloroplast lineage(s) of S. menziesii
Communication about colorectal cancer screening in Britain:public preferences for an expert recommendation
BACKGROUND: Informed decision-making approaches to cancer screening emphasise the importance of decisions being determined by individuals' own values and preferences. However, advice from a trusted source may also contribute to autonomous decision-making. This study examined preferences regarding a recommendation from the NHS and information provision in the context of colorectal cancer (CRC) screening. METHODS: In face-to-face interviews, a population-based sample of adults across Britain (n=1964; age 50–80 years) indicated their preference between: (1) a strong recommendation to participate in CRC screening, (2) a recommendation alongside advice to make an individual decision, and (3) no recommendation but advice to make an individual decision. Other measures included trust in the NHS and preferences for information on benefits and risks. RESULTS: Most respondents (84%) preferred a recommendation (47% strong recommendation, 37% recommendation plus individual decision-making advice), but the majority also wanted full information on risks (77%) and benefits (78%). Men were more in favour of a recommendation than women (86% vs 81%). Trust in the NHS was high overall, but the minority who expressed low trust were less likely to want a recommendation. CONCLUSION: Most British adults want full information on risks and benefits of screening but they also want a recommendation from an authoritative source. An ‘expert' view may be an important part of autonomous health decision-making
Mast Cells Express 11 beta-hydroxysteroid Dehydrogenase Type 1: A Role in Restraining Mast Cell Degranulation:a role in restraining mast cell degranulation
Mast cells are key initiators of allergic, anaphylactic and inflammatory reactions, producing mediators that affect vascular permeability, angiogenesis and fibrosis. Glucocorticoid pharmacotherapy reduces mast cell number, maturation and activation but effects at physiological levels are unknown. Within cells, glucocorticoid concentration is modulated by the 11β-hydroxysteroid dehydrogenases (11β-HSDs). Here we show expression and activity of 11β-HSD1, but not 11β-HSD2, in mouse mast cells with 11β-HSD activity only in the keto-reductase direction, regenerating active glucocorticoids (cortisol, corticosterone) from inert substrates (cortisone, 11-dehydrocorticosterone). Mast cells from 11β-HSD1-deficient mice show ultrastructural evidence of increased activation, including piecemeal degranulation and have a reduced threshold for IgG immune complex-induced mast cell degranulation. Consistent with reduced intracellular glucocorticoid action in mast cells, levels of carboxypeptidase A3 mRNA, a glucocorticoid-inducible mast cell-specific transcript, are lower in peritoneal cells from 11β-HSD1-deficient than control mice. These findings suggest that 11β-HSD1-generated glucocorticoids may tonically restrain mast cell degranulation, potentially influencing allergic, anaphylactic and inflammatory responses
Dual Use of Veterans Health Administration and Indian Health Service: Healthcare Provider and Patient Perspectives
Many American Indian and Alaska Native veterans are eligible for healthcare from Veterans Health Administration (VHA) and from Indian Health Service (IHS). These organizations executed a Memorandum of Understanding in 2003 to share resources, but little was known about how they collaborated to deliver healthcare.
To describe dual use from the stakeholders’ perspectives, including incentives that encourage cross-use, which organization’s primary care is “primary,” and the potential problems and opportunities for care coordination across VHA and IHS.
VHA healthcare staff, IHS healthcare staff and American Indian and Alaska Native veterans.
Focus groups were conducted using a semi-structured guide. A software-assisted text analysis was performed using grounded theory to develop analytic categories.
Dual use was driven by variation in institutional resources, leading patients to actively manage health-seeking behaviors and IHS providers to make ad hoc recommendations for veterans to seek care at VHA. IHS was the “primary” primary care for dual users. There was little coordination between VHA and IHS resulting in delays and treatment conflicts, but all stakeholder groups welcomed future collaboration.
Fostering closer alignment between VHA and IHS would reduce care fragmentation and improve accountability for patient care
photoproduction on the proton for photon energies from 0.675 to 2.875 GeV
Differential cross sections for the reaction have been
measured with the CEBAF Large Acceptance Spectrometer (CLAS) and a tagged
photon beam with energies from 0.675 to 2.875 GeV. The results reported here
possess greater accuracy in the absolute normalization than previous
measurements. They disagree with recent CB-ELSA measurements for the process at
forward scattering angles. Agreement with the SAID and MAID fits is found below
1 GeV. The present set of cross sections has been incorporated into the SAID
database, and exploratory fits have been extended to 3 GeV. Resonance couplings
have been extracted and compared to previous determinations.Comment: 18 pages, 48 figure
